These are widespread across Victoria when i was working with Rustydog during the 2011 Australian Wheat,Conola & Barley Harvest.
Basically as the boss told me, when they need water they call the DPI (Department of Industries) 24 hours before they need water, and these flood gates are remotely controlled allowing the farmer to irrigate his fields..
